To all relevant institutions:
To promote scientific, technological and cultural exchanges among young people at home and abroad, and promote practical international scientific and technological cooperation, the Ministry of Science and Technology launched and implemented the International Distinguished Young Scholars Program (hereinafter referred to as the "IDYSP") in 2013, supporting qualified international distinguished young scientists, scholars and researchers to carry out short-term scientific research work in scientific research institutions, universities and enterprises in China.
According to the "Management Measures for the International Distinguished Young Program" and relevant work requirements, the collection for the 2024 IDYSP is now launched. All institutions are requested to submit the application through the management system of the IDYSP in accordance with the relevant requirements of the "Project Application Guidelines for the 2024 IDYSP" (see the attachment). The deadline is September 16, 2024.

Project Application Guidelines for the 2024 IDYSP
The International Distinguished Young Scholars Program (hereinafter referred to as the "Program") is an important mechanism established by the Ministry of Science and Technology of China in 2013, which is to promote scientific, technological and cultural exchanges among young people at home and abroad, help developing countries strengthen scientific and technological capacity building, cooperate to train young scientific and technological leading talents, and promote practical international scientific and technological cooperation. To promote the organization and implementation of the plan in the new era to a new level, better practice the "International Scientific and Technological Cooperation Initiative", build an exchange platform for mutual learning and mutual benefit, and further do a good job in the application and organization of the IDYSP. Thus, this guide is formulated in accordance with the "Management Measures for the IDYSP" and relevant work requirements.
1. Objectives and Principles
The program adheres to the concept of a community with a shared future for mankind, advocates and practices the global development initiative, the global security initiative, and the global civilization initiative, and promotes the construction of the "the Belt and Road" innovation road. Based on the principles of merit-based selection, people-oriented, openness, inclusiveness, equality and mutual learning, it funds eligible international distinguished young scientists, scholars, and researchers (hereinafter referred to as "international distinguished young scholars") to carry out work and exchanges in China. Then, so as to enhance the scientific and technological capacity building and innovation capacity of partner countries, and promote scientific and technological people-to-people exchanges between China and other countries in the world. Therefore, to build a high-quality platform for young scientists to learn from each other, establish a long-term and stable scientific and technological cooperative partnership with relevant countries, as well as gather consensus and strength for enhancing people-to-people and cultural bonds.
2. Application Conditions
(1) Application conditions for Chinese receiving institutions
The Chinese receiving institutions should meet the following conditions:
1) They are scientific research institutes, universities or enterprises established in China in accordance with the law, with appropriate channels and capabilities for foreign cooperation, corresponding scientific research conditions and capabilities, and with legal personality.
2) They can provide the necessary working conditions for international distinguished young scholars in China.
3) They are able to issue a work invitation letter to international distinguished young scholars and assist them in handling relevant procedures such as entry visas and foreigners' residence permits.
4) They are able to pay relevant expenses in advance to ensure the needs of international youth scholars living in China before receiving the program funding.
5) They can provide supporting funds to pay for the administrative expenses of international distinguished young scholars, the purchase of necessary scientific research equipment, domestic travel expenses, etc.
6) They can designate the program responsible department and person in charge in their institution to undertake the management and answering questions for the international distinguished young scholars, and timely submit various materials such as progress reports, summaries, final accounts, and receipts and other materials to the program's executive management agency (China Science and Technology Exchange Center).
(2) Requirements for the job position
The jobs provided by the Chinese receiving institutions should meet the following requirements: 1) Scientific research or science and technology policy positions with clear responsibilities; 2) The positions are not related to classified information; 3) The positions are not for academic education; 4) International distinguished young scholars must work together with Chinese scientific researchers.
(3) Application conditions for International Distinguished Young Scholars
Candidates for international distinguished young scholars should obtain a letter of recommendation from one of the following institutions: the science and technology administration department of the government or the National Science and Technology Foundation of their home country, the embassy or consulate of their home country in China, Chinese embassies or consulates (missions) abroad, or the overseas offices of the China Association for International Exchange of Personnel (hereinafter referred to as the personnel recommending institutions), and simultaneously meet the following conditions: 1) Nationality from the countries jointly building the "the Belt and Road" and other developing countries; 2) Having a formal job in the above countries and engaging in scientific research work or scientific and technological policy research; 3) Having a doctor's degree or more than 5 years of scientific research work experience; 4) Having a high scientific research level or scientific research potential; 5) Being no more than 45 years old (calculated on the date of application for the job) and in good health; 6) Having good communication skills in English or Chinese; 7) Being able to work full-time in China during the application period; 8) Complying with Chinese laws, regulations and other relevant rules.
3. Funding and Forms
(1) Execution period
The execution cycle of the program is divided into three categories according to the working time of each international distinguished young scholars in China, namely 3 months, 6 months, and 12 months.
(2) Funding amount
The program funding amount is ¥20,000 yuan per month (before tax), that is, ¥60,000 yuan for 3 months, ¥120,000 yuan for 6 months, and ¥240,000 yuan for 12 months. This is used for international distinguished young scholars to pay for international travel expenses, living expenses during their stay in China, housing rentals, insurance purchases (insurance is required and should at least include medical insurance and personal accident insurance) and other expenses.
In addition, the Chinese receiving institution should provide supporting funds to pay for the administrative expenses, scientific research equipment support, necessary domestic travel expenses, etc. for international distinguished young scholars in China.
(3) Funding forms
According to the working time limit (3/6/12 months) of international distinguished young scholars in China, the funding will be allocated in a lump sum to the Chinese receiving institution of the international distinguished young scholars in China. After receiving the funds, the Chinese receiving institution will allocate them to the international distinguished young scholars in China on a monthly basis. The specific fund release method shall be agreed between the Chinese receiving institution and the international distinguished young scholars. The taxes and fees generated during the process of allocating the funds to the receiving institution and distributing them to the international distinguished young scholars will be paid by the Chinese receiving institution in accordance with the regulations of the institution and the tax department.
4. Application Methods
Both the Chinese receiving institutions and international distinguished young candidates must log in to the official website of the IDYSP to declare. The specific processes are as follows:
(1) The Chinese receiving institution applies for a master account, which will take effect after being reviewed by the position recommendation and review department (The relevant departments and bureaus in charge of international scientific and technological cooperation of the institutions under which the Chinese receiving institution is located, or the science and technology offices, committees and bureaus of the provinces, autonomous regions, municipalities directly under the Central Government or cities separately listed under the program where the Chinese receiving institution is located). The person in charge of the Chinese receiving institution can create multiple sub-accounts for the internal personnel of the institution to use.
(2) The Chinese receiving institution applies for the positions to be received. After the preliminary review by the position recommendation and review department, it is submitted to the executive management agency for verification and approval, and then the positions are released by the executive management agency.
(3) International distinguished young candidates can log in to the website of the IDYSP to apply for positions after obtaining the recommendation letter from the personnel recommending institution.
(4) The Chinese receiving institution shall select from the international distinguished young candidates who have applied for the positions those who match the positions, verify their identity information, and issue a letter of intent for acceptance to them.
(5) The Chinese receiving institution and international distinguished young candidates upload the application materials.
(6) After the relevant application materials have been initially reviewed in form by the position recommendation and review department, and re-reviewed by the executive management agency, a review will be organized as appropriate according to the funding quota and the registration situation (only for the IDYSP that have passed the formal review and exceed the planned quota), and the results will be submitted to the competent department of the program (the Department of International Cooperation, Ministry of Science and Technology of China) for verification and approval.
(7) The competent department determines the final project approval list according to the evaluation results submitted by the executive management agency. The executive management agency issues the acceptance notice to the Chinese receiving institution through the IDYSP management system.
(8) The Chinese receiving institution assists the international distinguished young scholars in handling the relevant procedures for working in China.
(9) The Chinese receiving institution prepares the appropriation materials and applies for appropriation from each contributor, who allocates funds after completing the review.

The deadline for accepting applications for this year's IDYSP is September 16, 2024.
